Confirmed hotel booking canceled due to overbooking and failure to process refund within 72 hours

I had a confirmed booking for 2-3 October at Welcome Hotel by ITC, Dehradun through Goibibo. Despite having a confirmed reservation, I received a call from the hotel informing me that they were fully sold out and that Goibibo had accepted the booking despite there being no room available. After dealing with an automated bot, a specialist casually told me to wait up to 72 hours for my refund. That time has passed, the refund hasn't been credited, and when I called back, I waited approximately 10 minutes on three separate calls where nobody picked up. You cancel my confirmed booking, leave me without the hotel I booked, hold on to my money, fail to process the refund, and then expect me to keep wasting my time chasing you for my own money. I want my refund processed immediately.
