Decodo (Smartproxy) gave wrong ISP downgrade advice, cost me 30+ Telegram accounts, refused advertised 14-day refund

Decodo (formerly Smartproxy)PC-2026-02911Refunds & BillingAnonymous ·
I'm a returning Decodo (formerly Smartproxy) customer. Before downgrading my dedicated ISP plan to 100 IPs, support agent Hugo wrote that the top-most IPs would remain and confirmed ports 100-120 would be removed. After downgrade, only 85 of my first 100 IPs were kept and port-to-IP mapping broke; 30+ Telegram accounts were banned. They refused a refund (checkout advertises 14-day refund; I paid Oct 13) and would only replace 15 IPs. Another agent later admitted maintenance can remove IPs during downgrade—never disclosed before. They then accused me of disrespect and blocked live chat. Company: UAB Data troops, Lithuania. Filed with VVTAT. Resolution sought: full refund of the Oct 13 payment and restoration/replacement of all affected IPs. Website: decodo.com.
